[SAL] SAL RPM building instructions

If any SAL users are interested in building SAL from source on an
RPM-using Linux distribution, I have put together a web page describing
how to do so:

I had to patch the source distribution to get it to build on my Fedora
Core 4 and 5 machines.  That web page contains the patches (which I'm
happy to share with SRI, by the way).  Currently I have instructions for
the 2.3 release only, but I plan to add instructions for the 2.4
prerelease shortly.
